PRESENTATION OF RESOLUTION

 

              COUNCIL PRESIDENT SOLOMON:

 

              Resolution Establishing Special Committees of the City Council.

 

              Read and Passed, on Motion of COUNCILMAN YURDIN, seconded by COUNCILMAN NARDUCCI.

 

               The Motion for Passage is Sustained.

 

              COUNCILMEN CORREIA, IGLIOZZI, JACKSON, PRINCIPE and SANCHEZ are recorded at voting “NO”.

 

 

PERSONAL EXPRESSION

 

COUNCILMAN IGLIOZZI Requests the privilege of the floor to speak on a Point of Personal Expression and states:

 

“As you know item number five that just passed and my vote it no by the way, they’re establishing shadow committees of standing Council committees.  One of the shadow committees is a Ways and Means Committee which I’m sure some of my colleagues here to my right won’t be very ecstatic to hear.  The problem is when you establish special committees per the Council Rules it states specifically that you have to put a charge.  What it does, what’s it’s purpose and a time frame.  Those are the rules and I understand the rules keep on getting in the way of this process, but that’s what this country is about.  The City Council Rules say that if you’re going to create a special committee it’s has to by resolution, Council votes on it and it also states it has to state what the charge is.  Why do they do that?  Because special committee means exactly that, special committee.  Meaning for example you had to investigate or review the pension that Councilman Salvatore was involved in then that was over and it ended.  That’s how it works.  The reason why there is a criteria for special committees in particular is because it doesn’t hurt the committee process because then the public doesn’t know what’s happening.  You’re creating multiple committees, special committees and you’re playing games with the democratic process.  So, I’m sure some individuals are pretty pleased.  The sad part is, this is a sad day for democracy because you’re circumventing the committee process that’s been established by the City Council Rules.  You have to read them.  Now, here is my point.  You may have the majority votes to establish them, but you should at least follow the rules which means put a resolution together, state what the committee is, state the charge and be specific.  Since you feel so sure you have it then why don’t you do it the right way at least.  At least do it the right way.  Not in a simple way, a cover-up way.  Do it right so the public knows how you’re doing it, what the purpose is and what it’s all about.  So, at least do it right since you feel you have a right to do it.  So, I vote no of course and I advise my colleagues to change their vote.  The other two committees are good.  The Special Committee on Health Communities and Women.  I think that’s already been established by the way and so has the Education Committee.  So, you kind of buried it in between those two.  So, those are the kinds of things, that kind of political trickery.  Those are the things that are causing problems for the public and our constituents which are the ones that are getting harmed by this.  So, although the Council President didn’t acknowledge me to discuss this matter, luckily the rules allow the democratic process to continue and for our elected representatives to speak on issues that are important to the constituents, to the colleagues and to this body.  So, all I would ask of my Council members to do is reconsider and vote no.  You can re-submit this at the next Special City Council Meeting which tells exactly what they’re going to do and how they’re going to do it.  At least you’re bold enough to write it out.  Don’t do it the sneaky way.  Thank you.

COMMITTEE ON ORDINANCES

COUNCILMAN SETH YURDIN, Chairman

 

              Transmits the Following with Recommendation the Same Be Severally Approved:

 

              An Ordinance Amending Providence Tomorrow: The Comprehensive Plan as the City’s Official Comprehensive Plan, by changing the future land use map for certain lots bounding on Cedar Street. 

 

              An Ordinances in Amendment of Chapter 27 of the Code of Ordinances entitled “The City of Providence Zoning Ordinance” to modify the zoning map for certain lots on Cedar Street, Brayton Avenue, Jones Street and Bond Street. 

 

COUNCILMAN YURDIN Moves to Dispense with the Reading of the foregoing matters and Moves Passage of the Several Ordinances the First Time, seconded by COUNCILMAN NARDUCCI, by the Following Roll Call Vote:
