ORDINANCES SECOND READING

 

              The Following Ordinances were in City Council November 19, 2009, Read and Passed the First Time and are Severally Returned for Passage the Second Time:

 

              An Ordinance Amending Chapter 2009-44, No. 374 Providing for the Assessment and Collection of 2009 Taxes, the so-called “2009 Levy Ordinance”, by Adding a Provision Allowing the so-called “Homestead Exemption” to be Applied in a Current Tax Year upon Application of an Eligible Person Purchasing a Newly Constructed Affordable Housing Property.

 

              Read and Passed the Second Time, on Motion of COUNCILMAN HASSETT, seconded by COUNCILMAN DELUCA, by the Following Roll Call Vote:

 

AYES:              COUNCIL PRESIDENT MANCINI, COUNCILMEN APONTE, DELUCA, COUNCILWOMAN DIRUZZO, COUNCILMEN HASSETT, IGLIOZZI, JACKSON, LOMBARDI, LUNA, NARDUCCI, SOLOMON, TEJADA, WOOD and YURDIN – 14.

              An Ordinance Relating to Article IV, Chapter 17, Section 17-189(5) of the Code of Ordinances. (Disability Waiver Request)

              COUNCILMAN HASSETT Moves to Dispense with the Reading of the foregoing matters and Moves Passage of the Several Ordinances the Second Time, seconded by COUNCILMAN DELUCA, by the Following Roll Call Vote:

              An Ordinance Amending Section 23-13, “Removal of Snow Required”, Section 23-14, “Same Deposit Restricted”, and Section 23-15, “Depositing Snow on Highway”, of Article I of Chapter 23, “Streets, Sidewalks and Public Places”, of the Providence Code of Ordinances. 

 

              Read and Passed the Second Time, on Motion of COUNCILMAN HASSETT, seconded by COUNCILMAN DELUCA, by the Following Roll Call Vote:

              An Ordinance in Amendment of and in addition to Chapter 1797 of the Ordinance of the City of Providence, Approved November 7, 1966, and Entitled: “An Ordinance Approving and Adopting the Official Redevelopment Plan for the East Side Project No. R.I. R – 4, (Chapter 1797) as further amended by Chapter 1985-76, Approved August 9, 1985 (“Chapter 1985-76”) for the Acquisition of Lot 18 on Assessor’s Plat 18 (587 South Main Street).

 

              COUNCIL PRESIDENT MANCINI Refers the Ordinance to the Committee on Ordinances.

              Resolution Urging the Rhode Island General Assembly to Adopt Legislation Classifying Violence Against the Homeless as a Hate Crime.

              Resolution Regarding the Purchase of Catch Basin Vacuum Trucks.

REPORT FROM COMMITTEE

              Transmits the Following with Recommendation the Same be Approved:

 

              Communication from his Honor the Mayor, dated October 14, 2009 Informing the Honorable Members of the City Council that pursuant to Section 302(b) of the Providence Home Rule Charter of 1980, as amended, and Rhode Island Public Law Chapter 45-50, Sections 1 through 31, adopted in 1987, he is this day re-appointing Mr. Thomas E. Deller of 331 River Avenue, Providence, Rhode Island 02908, to the Providence Public Building Authority for a term to expire in July 2014, and respectfully submits the same for your approval.

 

              COUNCILMAN HASSETT Receives and Approves the foregoing Communication, seconded by COUNCILMAN DELUCA.

 

             

COMMUNICATIONS AND REPORTS

 

              Communication from Alan R. Sepe, Acting Director, Department of Public Property, submitting a proposal from BCI Communications, retained by Cox Wireless, Inc., proposing to put a wireless facility on George J. West Elementary School, 145 Beaufort Street, Providence, Rhode Island 02908.

 

              COUNCIL PRESIDENT MANCINI Refers the Communication to the Committee on City Property.

 

              Certificates from City Assessor (5M and 6M), recommending the same be severally cancelled pursuant to the provisions of Sections 14 and 15 of Title 44, Chapter 7 of the General Laws of Rhode Island, As Amended.

 

              COUNCIL PRESIDENT MANCINI Refers the Several Certificates to the Committee on Claims and Pending Suits.
