Read and Passed the Second Time, on Motion of COUNCILMAN APONTE, seconded by COUNCILWOMAN WILLIAMS.

 

              COUNCILMAN APONTE Moves to Amend Item Number 13, Subsection I, paragraph 1 to strike in its entirety, first paragraph in Section I and replace them with Incorporate standardized yellow-timing, pursuant to the equation provided by Caltrans in conformance with the laws set for in the Uniform Vehicle Code and national standards set forth in the Federal Highway Administration’s Manual on Uniform Traffic Control Devices.  Upon being installed, the vendor shall supply a yearly summary of signal timing, speed, signal cycles and yellow change intervals at photo-enforced intersections, seconded by COUNCILWOMAN WILLIAMS.

 

              COUNCILMAN APONTE Moves to Amend Section H, Subsection 1, third sentence beginning with the study shall include, but not limited to, a review of any existing crash data, citizen complaints; and an engineering evaluation of intersection equipment at the designated intersections.  Under all circumstances, engineering solutions to problem intersections shall be investigated, and implemented if financially viable, prior to the installation of traffic-control signal-monitoring devices, seconded by COUNCILWOMAN WILLIAMS.

3.              If the traffic-light signals or the camera mechanism are found to be defective, i.e., are non-compliant with the yellow-light interval required by Section I, Subsection 1, all citations issued at the relevant intersection(s) during the period of non-compliance, which are as yet unpaid “and paid”, will be dismissed.

 

COUNCILMAN HASSETT Withdraws his motion on the amendment and COUNCILMAN IGLIOZZI withdraws his second of the motion.

 

COUNCILMAN HASSETT Moves to Amend Section I, Subsection 3, seconded by COUNCILMAN IGLIOZZI to read as follows, by the following Roll Call Vote:

              COUNCILMAN APONTE Moves to Amend Item Number 15 in the Administration – Public Works section of the Ordinance there is a position for the City Council which is a Special Assistant to the City Council.  That should have been placed within the City Council Administration Budget.  It is simply moving the funds from the Public Works to the City Council Office.  It alters the total of the Public Works Department from $688,267.00, the new number is $622,267.00, seconded by COUNCILMAN BUTLER.

              COUNCILMAN APONTE Moves to Amend the Compensation Ordinance and states that the “Assistant to Pension Administrator” is a replacement for another position.  We are deleting “Equipment Operator for CDL” and the deletion of the “Retirement Division Clerk Supervisor”.  Then there are several amendments to positions that were incorrectly stated in the document and these simply make those technical corrections, seconded by COUNCILMAN BUTLER.

COUNCILMAN APONTE Moves to Amend Public Works which is in line with the technical amendments made to item number 15.  It would delete from within the Public Works Administration “Special Assistant to City Council/Special Projects”, seconded by COUNCILMAN BUTLER.

COUNCILMAN APONTE Moves to Amend the Classification Ordinance, Item number 17.  This one would accept and add the position of “Special Assistant to the City Council within the City Council Administrative Assistant” which is in Section 53 of the Ordinance.  There was another similar technical amendment where a position was mistakenly mislabeled as “Systems Analyst” and the amendment would delete “Systems Analyst” and replace it with the proper title which is “Technology Information Specialist”, seconded by COUNCILMAN BUTLER.
